Kacper Dziekan works as a European Projects Senior Specialist at the European Solidarity Centre (Gdansk, Poland) and as an external expert/cocreator in a newly established museum/cultural centre – Port of Cultures (Mariupol, Ukraine). He is also a PhD student at Adam Mickiewicz University in Poznan, Poland and a former Fulbright Junior Fellow at University of California Berkeley (academic year 2019/20).
His PhD thesis is dedicated to Russian colonization of the Americas and the cultural memory of Russian America in the United States. His academic interests include: Russian history, colonialism, cultural memory, and borderlands. Kacper holds a BA and MA in History and BA in Russian, East European and Eurasian Studies from the Adam Mickiewicz University. He is also a graduate of a European Academy of Diplomats, Moscow School of Civic Education and a former student of Irkutsk State University, Russia. He worked as a Project Coordinator for several government organizations and Non Governmental Organizations. He has been involved in educational, cultural, social, history and civic projects, especially regarding post-soviet countries and Central-Eastern Europe in general.

Welcoming New Residents in Gdansk
Kacper seeks to create a structured, well-planned, coherent program based on support to new residents of Gdansk who resettled in the city after fleeing unsafe home countries; in particular, those who have fled Belarus since August 2020. Kacper seeks to involve local community members, which would allow for Belarusians' integration within local community as well as strengthened Belarusian-Polish relations in Gdansk.
