Connecting Capacity-Building and EU-oriented Policy Practice among BiH Civil Servants

The project is supported by the European Union and the British Council BiH, as part of the program EU Scheme for Young Professionals.

This project targets civil servants across all levels of government in BiH involved in EU integration process, especially public civil servants at local levels of government (municipal and city).

Project Goals

To enhance the professional capacity of the newly established EUSYP BiH Alumni network;
To facilitate the initial alumni work and public engagement in promoting EU-oriented civil service in Bosnia and Herzegovina through implementing an awareness-building project that instills a commitment to the EU values and increases civil servants’ knowledge and understanding of the EU accession process across all levels of government in BiH, including local (municipal/city).

Their work will specifically focus on:

municipal services for citizens (public admin reform); social care and social services;
local crisis management (capacities and preparation for natural and other types of crisis); economic recovery in the post-COVID period;
implementation of “green deal” and other climate change prevention measures locally.

Expected Results & Project Activities

Expected Results

The EUSYP Alumni network will aim to substantially advance the current state-of-the-art of research on EU affairs in BiH and provide platforms and resources for civil servants in BiH to engage more actively in the topic.
The EUSYP Alumni network will stimulate new policy knowledge (practical video tutorials and instruction manuals) on each outlined topic in practical empirical terms to the local civil servants that could effectively use them in their work.
The EUSYP Alumni network will use media channels and connections, through the involvement of journalists at major news outlets and broadcast channels in BiH, to further promote the outputs they produced to reach to new local communities and get them interested in the topics of EU and local level governments.

Project Activities

The EUSYP Alumni plan to work on enhancing local civil servants’ capacities through engaging them in development in innovative solutions for local problems, which can be funded through EU’s funding schemes. This will be done through direct exchange, producing video instructions and instruction manuals for local civil servants, to get them better acquainted with the EU’s role in local politics (outside of the EU borders).

The priority topics include municipal services for citizens (public admin reform); social care and social services; local crisis management (capacities and preparation for natural and other types of crisis); economic recovery in the post-COVID period; implementation of “green deal” and other climate change prevention measures locally.
